The National Commission for Markets and Competition (CNMC) has recently announced the approval of final regulations on wholesale broadband access markets in Spain.

In 696 competitive municipalities—home to approximately 70% of Spain's population—Telefónica will be exempt from offering wholesale access services to its fiber optic networks to its competitors. In the remaining 7,453 municipalities, where competition among operators is less intense, wholesale access obligations will remain in place.
