Complementary to the creation of the SOC and to comply with the protection measures of the CCN-STIC-808 security guide within the framework of the ENS, the project also includes the adaptation of infrastructures, the protection of information and communications.
The initiative falls under the grant program aimed at the digital transformation and modernization of local government administrations. Its main objective is to deploy cybersecurity tools. Probes have been deployed to detect risk situations, and the City Council has been prepared to prevent cyberattacks and, should one occur, minimize the impact on essential services.
The project has two objectives. The first is the establishment of a Cybersecurity Operations Center. The second is the implementation of security measures for IT assets to ensure compliance with the National Security Framework (ENS).
In the first phase, the technology and means necessary have been deployed to provide the City Council, in a distributed manner, with advanced event collection and correlation capabilities in the municipal data network, establishing a Cybersecurity Operations Center and its integration into the National Network of Cybersecurity Operations Centers through the CSIRT-CV.
The City Council already had an Early Warning System (SAT-INET) that analyzes internet traffic within the City Hall. In addition to this, the CSIRT-CV, within the framework of this project and as part of the Cybersecurity Action Plan for Local Entities, has installed a monitoring agent for workstations and servers.
On this municipal infrastructure, Atos IT has installed a distributed SAT on the CSIRT-CV SAT that allows security monitoring and collection, advanced intelligence through complete event correlation techniques or pattern analysis for anomaly identification and management of service-related processes with a single console designed according to ITIL best practices.
