In this call for applications, the processing of files will be carried out electronically through the website www.prienmadrid.es . Bonet announced that “our work as an association is to always stand by the installation companies and, for this reason, the association will offer support, advice and assistance to all installers who have any questions or prefer to process their applications at the APIEM offices.”
In the words of Elena González-Moñux: “This renovation plan aims to improve safety conditions and promote the incorporation of energy efficiency measures such as the renovation of common electrical installations in residential buildings, the installation of self-testing emergency devices, as well as actions on lighting, such as the replacement of light fixtures, the replacement of conventional switches/pushbuttons with presence detectors.”.
The implementation period runs from January 20th to December 31st, 2018, and has a budget of half a million euros. According to Iván Vaquero, a technician at FENERCOM, “applications will be processed in chronological order of receipt (day and time) until the available funds are exhausted, and the aid will be channeled through installers, although the subsidy is actually received by the homeowners' association.”.
Application Procedure:
Any individual or legal entity wishing to benefit from the renovation plan must contact an installation company participating in the plan. To do so, the installation company must be on the list of participating companies. Joining this list is very simple: once you visit www.prienmadrid.es, go to the "Installers" tab, where you can register as a participating installer and receive a username and password, which will be sent to you by mail.
The participating installation company will complete the Incentive Application Form, which must be signed by both the owner and the installation company. This Application Form must be submitted via the "Access" tab on this website. This process can be handled by APIEM technicians if the installer prefers, or they can complete it independently.
The processing procedure consists of two phases:
• Phase 1: the participating installer must submit the signed Application Form along with:
o The itemized budget accepted by the owner of the installation
o The applicant's NIF/NIE (Spanish Tax Identification Number/Foreigner Identification Number), in the case of individuals
o The Tax Identification Card or document proving the Tax Identification Card number
o Where applicable, the representative's authorization document, and their NIF/NIE
o The certificate issued by the secretary-administrator, showing their NIF, proving representation
All this documentation must be submitted to the Energy Foundation in order to secure the credit reservation. This will register the aid application and automatically create an associated credit reservation. Vaquero clarified that "it does not guarantee the incentive directly, only the reservation of the credit.".
• Phase 2: Subsequently, the participating installation companies must submit the following documentation to the Energy Foundation within 4 months of the application, and always before December 31, 2018:
or Bank statement of the beneficiary holder or copy of a receipt that justifies the ownership of the bank account
or Invoice (not pro forma) broken down with sufficient detail of actions
or Bank payment receipts, accepting only bank receipts for transfers and checks with the proper traceability
or Where applicable, copy of the electrical installation certificate completed by the Industrial Inspection and Control Entity (EICI);
or Certificates of being up to date with tax and social security obligations, as well as not having debts in the executive payment period with the Community of Madrid.
Once the Energy Foundation has carried out all the necessary checks, it will decide on the granting of the aid. “For the calculation of the aid, both the invoices and the proof of payment must fall within the period between January 20, 2018, and December 31, 2018,” Vaquero stated.
Product Database
Another feature of this new renewal plan is its database of approved products from various manufacturers. “Installers who wish to use a different product with the same specifications are free to do so. They can provide this information through APIEM, who will then contact FENERCOM. After verifying that the product meets the required specifications, it will be added to the database,” explained Vaquero.
