Advancing its "Project Velocity IP" (VIP), a three-year initiative to expand and improve its wireless and landline broadband networks, in 2013 AT&T made 414 upgrades to its network in Puerto Rico, including multiple new cell sites, adding capacity to the wireless and wired network, and new connections in the broadband network.

Notable improvements to Puerto Rico's network in 2013 included:
- Launch of 4G LTE in Guayama, San German-Cabo Rojo, Vieques, and Yauco
- Expansion of 4G LTE to extend coverage to more areas in San Juan, Morovis, Ciales, Manatí, Yabucoa, Ponce, Dorado, Guaynabo, and Toa Alta. "Continued investment in fast and reliable internet connectivity is critical to both the quality of life and economic growth in Puerto Rico," said Mr. Josean Santos, CPA and President of the Bayamón Chamber of Commerce in Puerto Rico.
