RPC15-2 concluded with the adoption of the Report to WRC-15, which deals with the technical, operational and regulatory aspects that ITU Member States must take into consideration when preparing their proposals for the Conference.

RPC15-2 has reached a consensus on how to address many of the items on the agenda of WRC-15, for example, with the implementation of internal wireless communications avionics systems, the use of digital technologies for more efficient use of existing frequencies for onboard communications and essential ship functions in restricted waters, or the sustainable availability of the 5 GHz band for linking with non-geostationary orbit (GSO) systems of the mobile satellite service.

RPC15-2 also examined other complex and contentious issues relating to space and terrestrial radiocommunication services – from narrowband systems for aeronautical navigation and mobile communications to broadband wireless access systems – as well as the future use of a wide range of frequency bands allocated by the Radio Regulations. Agreement was reached on the description of possible options for these issues, which will be considered by WRC-15.
