The systems will become operational in 2011 and will enable the provision of services required by NATO's most modern ships. Furthermore, the intelligence incorporated into the network design ensures its adaptability to future needs.

This modernization is essential for both ports to maintain their key role within NATO's Mediterranean strategy. The upgrade will position both ports among the most technologically advanced in Europe.

The new systems will provide ships with a high-capacity transmission link while docked, both with systems located at the port base itself and with other facilities in Spain or third countries, via NATO's general-purpose network.

This link will allow them to access advanced voice, data, and video services and connect to the Spanish Navy and NATO networks, with guaranteed confidentiality and security, using a multi-service IP network.

The network's new capabilities are vital to responding to the increasingly complex services required by NATO ships. These services range from telephony and email to remote diagnostics of the ship's onboard systems. In this way, the base's automated test benches can easily analyze the correct functioning of the ship's logistics, communications, and electronic defense systems, among others.

The Cartagena Naval Base, located in the city's natural harbor, supports NATO ships and the Spanish Navy in the Mediterranean, and also houses its submarine base. It was precisely in this city that Indra inaugurated, in early 2009, the Center of Excellence for the Armed Forces called CEMANPER (Periscope Maintenance Center), which will have specialists in the development and maintenance of sonar, electronic, and optical systems for the S-70 submarines and the future S-80s.

As for the Rota Naval Base, located in the Bay of Cádiz, it provides logistical and maintenance support to NATO ships. It also provides a loading and maintenance point for ships of the US Sixth Fleet and is a near-mandatory stop on routes to the Indian Ocean. Furthermore, it services the Alfa Group and Amphibious Groups of the Spanish Navy. Its facilities house the US Navy's meteorological and oceanographic center for Europe, which provides information to Spain and NATO.
