1. The Register of Telecommunications Installation Companies is organized according to the different types of installations that the installation companies carry out. For each type, the installation company must have the corresponding technical resources, either as owner or as the holder of an effective lease agreement.
Joint ownership of said equipment will not be permitted. In the case of the types of installations included in categories A, C, and F, only operating or financial lease agreements (renting or leasing) will be accepted as effective lease agreements.


2. Registration in the Register of telecommunications installation companies will be unique for each natural or legal person who requests it, regardless of the type of installations to which their activity is dedicated.


3. The Register of telecommunications installation companies is structured into the following types:


   a) Type A: Telecommunications infrastructure in buildings or building complexes not defined in Type F.
Definition: Installations, including their commissioning and maintenance, intended for the reception and distribution of sound and television broadcasting signals, the distribution of publicly available telephone signals, the distribution of cable telecommunications signals, electronic door entry and video door entry systems, and access control, all carried out in buildings or building complexes.
Equipment: Installation companies working on this type of installation must have, at a minimum, the appropriate measuring range and precision equipment that incorporates the measurement functionalities included in the following devices: multimeter, earth resistance tester, insulation resistance tester, field strength meter with display and the ability to perform spectral analysis and error rate measurements on QPSK and COFDM digital signals, and intermediate frequency simulator (950-2150 MHz).


  b) Type B: Telecommunications systems installations.
Definition: Public or private installations, including commissioning and maintenance, of telecommunications systems such as telephone exchanges, voice and data network systems and cabling, or Very Small Aperture Terminal (VSAT) stations, as well as private wireless access networks and enclosed premises, all located in buildings or building complexes.
Equipment: Installation companies working on these types of installations must have, at a minimum, the appropriate measuring equipment with the necessary range and precision, incorporating the measurement functionalities included in the following devices: multimeter, earth tester, insulation tester, and telecommunications network analyzer/certifier if working with data networks, or link tester if working with private subscriber exchanges.


  c) Type C: Audiovisual systems installations.
Definition: Public or private installations, including their commissioning and maintenance, of video surveillance systems, excluding the provision of alarm center connection services, closed-circuit television systems, public address systems, microphones, sound reinforcement, and the assembly of audiovisual production studios.
Equipment: Installation companies working on this type of installation must have, at a minimum, the appropriate measuring range and precision equipment, incorporating the measurement functionalities included in the following devices: sound level meter, multimeter, insulation tester, earth resistance tester, field strength meter with display and the ability to perform spectral analysis, and audio frequency impedance meter. 


d) Type D: Radiocommunications transmitting center installations.
Definition: Installations, including their commissioning and maintenance, in radio and television broadcasting transmitting and retransmitting centers, radio data links, and radiocommunications stations in general and outdoor wireless access networks, with the exception of VSAT stations.
Equipment: Installation companies working on this type of installation must have, at a minimum, the appropriate measuring range and precision equipment, incorporating the measurement functionalities included in the following devices: frequency meter, wattmeter, multimeter, earth resistance meter, spectrum analyzer, dummy load meter, and radiocommunications analyzer.


e) Type E: Telecommunications installations in mobile vehicles.
Definition: Installations, including their commissioning and maintenance, of telecommunications on board land vehicles carried out by personnel not belonging to the company that manufactured said vehicles.
Equipment: Installation companies working on this type of installation must have, at a minimum, the appropriate measuring equipment with the range and precision required, incorporating the measuring functionalities of the devices indicated in the previous types, depending on the installation and the type of vehicle in which it is carried out, with the exception of the insulation tester.


f) Type F: Installations of new generation telecommunications infrastructure and telecommunications networks for control, management, and security in buildings or building complexes.
Definition: Installations, including their commissioning and maintenance, of telecommunications infrastructure in buildings or building complexes implemented using ultra-fast access technologies (fiber optics, coaxial cable, and twisted pairs of category 6 or higher), and integration therein of equipment and devices for access to sound and television broadcasting services, electronic door entry and video door entry systems, video surveillance systems, access control, and electronic security technical equipment, excluding the provision of the alarm center connection service, as well as networks, equipment, and devices for management, control, and security that serve as support for services linked to the Digital Home and their integration with telecommunications networks.


Equipment: Installation companies working on these types of installations must have, at a minimum, the appropriate measurement range and precision equipment that incorporates the measurement functionalities included in the following devices: multimeter, earth tester, insulation tester, field strength meter with display and the ability to perform spectral analysis and error rate measurements on QPSK and COFDM digital signals, intermediate frequency simulator (5-2150 MHz), selective optical power meter and single-mode optical fiber tester for FTTH, equipment for splicing or connectorization in the field for single-mode optical fiber and analyzer/certifier for category 6 or higher telecommunications networks.


Obligations of the telecommunications installation company.
Each telecommunications installation company shall have the following obligations:


1. To execute, modify, expand, maintain or repair the telecommunications installations entrusted to them, in accordance with current regulations and with the content and instructions of the applicable technical project where it exists, using, where appropriate, materials and equipment that comply with the legislation applicable to them.


2. Carry out the review and maintenance operations of the telecommunications facilities entrusted to them in the manner and timeframes provided. 


3. Comply with the applicable legal provisions regarding the protection and information of consumers and users.


4. Maintain the requirements that gave rise to the validity of your responsible declaration as a telecommunications installation company, and communicate to the State Secretariat for Telecommunications and the Information Society, by electronic means, using the standardized model included in Annex II of this order, any modification of the same within a maximum period of one month from the moment it occurs, in accordance with the provisions of Article 3.4 of the Regulation governing the activity of installation and maintenance of telecommunications equipment and systems.


5. Complete and sign the corresponding installation certificate, the standardized model of which is included as Annex III to this order, test protocol, if applicable, and accompanying documentation, delivering it to the owner of the property, or their legal representative, and in cases where current legislation so determines, to the competent administration.


6. To assist and collaborate with the inspections carried out by the State Secretariat for Telecommunications and the Information Society when required to do so.


7. Maintain the minimum required measuring equipment in perfect working order, periodically verifying the accuracy of the readings obtained. Documentation relating to the last calibration performed on the measuring equipment, as well as documentation relating to all verifications carried out since the last calibration, must be kept on file. A maximum period of one year is established between two successive verifications. If the result of these verifications establishes that the equipment is out of specification, it will be mandatory to have it calibrated at an authorized center. Furthermore, the documentation and operating manuals for the aforementioned measuring equipment must be maintained. The equipment to be calibrated and its calibration frequency will be established by an Instruction from the Director General of Telecommunications, approved by a resolution to be published in the Official State Gazette.


8. Keep, during the warranty and maintenance period agreed for the installation, the documentation and installation and maintenance manuals of the equipment and materials used in carrying them out, as well as deliver to the owner of the property, or his legal representative, the relevant instructions for use of the installations carried out.


9. Have up-to-date documentation that includes the legal texts applicable to the activity they carry out.


10. Keep up to date a record of the installations carried out and maintained, available to the State Secretariat for Telecommunications and the Information Society, at least for the three years immediately following their completion.


Additional Provision One. Modification of entries made in the Register of Telecommunications Installation Companies pursuant to the provisions of the second and third transitional provisions of the Order of the Ministry of Public Works of October 26, 1999.
In the case of installation companies registered in the Register of Telecommunications Installation Companies pursuant to the second and third transitional provisions of the Order of the Ministry of Public Works of October 26, 1999, modifications to the data existing in the Register may be registered without the company needing to meet the qualification requirements stipulated in Article 2 of the Regulation approved by Royal Decree 244/2010 of March 5, without prejudice to compliance with the other requirements referred to in the aforementioned article. For this purpose, the circumstances of the case and the documentation provided will be analyzed.

Additional Provision Two. Installation and maintenance of receiving equipment and short-range equipment.

The provisions of this order shall not apply to installation companies whose activity relates exclusively to the installation or maintenance of short-range radiocommunication devices, whose maximum power is less than 500 mW and for which the use of the frequency is considered common use in the National Frequency Allocation Table (CNAF), which are not susceptible to being connected to telephone networks, as well as receiving equipment for emissions from the broadcasting service or the satellite radiodetermination service (GPS) and automatic mobile telephony on board vehicles
